Step 1: Understand What IEEE, Scopus and SCI Actually Mean
The single most common confusion among new researchers is treating “IEEE, Scopus and SCI” as three types of journals. They are not the same category of thing. IEEE is a publisher, the Institute of Electrical and Electronics Engineers, which publishes 200+ journals (Transactions, Letters, Magazines, IEEE Access) and thousands of conference proceedings. Scopus and SCI are indexing databases, quality-controlled catalogs that decide which journals count as legitimate, citable scholarship. A professional trick: write the sections in the order Methods → Results → Introduction → Discussion → Conclusion → Abstract → Title. The abstract and title come last because you cannot summarize a paper that does not yet exist.
Step 5: Write the Manuscript Like a Reviewer Reads It
Reviewers are unpaid volunteers reading your paper at 11 pm. They skim the abstract, jump to figures, read the contribution list, then decide how charitable to be with everything else. Step 8: Submit Through the Portal
Submission happens through manuscript systems: IEEE uses ScholarOne (Author Portal), Elsevier uses Editorial Manager, Springer uses Editorial Manager or SNAPP. Budget 2–3 hours for a first submission. Step 9: Survive Peer Review and Master the Revision
A decision arrives as one of: Accept (rare on first pass under 5% of cases), Minor Revision, Major Revision, Reject with encouragement to resubmit, or Reject. Understand this clearly: Major Revision is good news. It means the editor believes the paper can reach the bar, and statistically most well-executed major revisions are eventually accepted.
The response-to-reviewers document decides your fate
Prepare a separate response document with every reviewer comment quoted verbatim, numbered, and answered individually. The professional format for each item: (1) restate the comment, (2) respond respectfully and directly, (3) describe exactly what changed and where (“Section III-B, page 5, paragraph 2, revised text in blue”). Thousands of fake “IEEE-style” and “Scopus-indexed” journals exist purely to collect fees.
